Learning to Speak Out
Cities are both a natural outgrowth of human development and divine orchestration (Gen. 1:26-28).
What is a City?
A City is a human settlement were larger (dense) populations of different types (diversity) reside to take advantage of collected resources for their existence. Cities are places of accumulation of resources for sustaining human life. Cities draw together human talent and resources and tap the human potential for cultural development.

Serving in the City demands Speaking Out.Christ-devoted followers as Watchers must be willing to speak out.
Watchers are also Heralds, people who speak out when things are about to happen. They announce the upcoming events of the Kingdom of God.
Watchers train themselves to shout to warn people against impending danger
The Church has to grow the ability to speak out to Issues of persons, families and the city.
Metaphors Contrasted
The ineffective watchers are likened to silent dogs, which do not bark, with a clear manifestation of day dreaming because they love lying down, indeed loving to slumber (verse 10).
